Crush the brown flax seeds in a spice mill or a coffee mill. Preheat the oven at 350°F (180°C), line two baking sheets with parchemin paper.
In a bowl, combine the flakes, flour, ground flax seeds, baking powder, baking soda, and salt. Add the melted margarine, sugar, brown sugar, vanilla, and mix.
Use a large spoon to place the dough on the baking sheet. Use a fork to make them look pretty.
Bake for 15 to 20 minutes. Then, transfer them to a wire cooling rack and allow them to cool completely.
