Soak the chickpeas for 8 to 12 hours. After soaking, rinse (do not collect the soaking water) and bring to a boil and simmer for about 1-2 hours or until the chickpeas are tender. Dry the chickpeas well.
In a bowl, combine the chickpeas, oil, cumin powder, chili powder, onion powder, pepper and salt, then stir well.
Spread chickpeas on a baking sheet and bake at 450°F (232°C) for 40 to 50 minutes, stirring every 10 minutes.
